Meetings of the full 10825 Steering Committee are held as needed. Several subcommittees have been formed to work through specific issues. The “Ruedi Work Group” and the “Synchronized Operations Work Group” are supporting the efforts of the consultants to understand various opportunities to meet the water provider’s obligations to the Recovery Program without construction of new facilities.

Memorandums - 10825 Water Supply Study
This letter from Eric Kuhn, CRWCD and Jim Broderick, SECWCD to Mike Collins, USBR asks questions regarding the use of Ruedi Reservoir for 10825 purposes.
This memorandum from the executive director of the Colorado River District explores several questions that were raised during the 10825 Steering Committee meeting in January 2008.
This PowerPoint was presented by Bill Miller to the 10825 Steering Committee in January 2008. It summaries his preliminary findings regarding the potential impacts of the alternatives on a number of different stream reaches in the Colorado Basin.
This memorandum summarizes unit cost estimates for the 10825 Water supply alternatives. Annualized total costs, and annualized per acre foot costs, have been estimated. Many of the 10825 alternatives are comprised of two or more separate facilities. The cost associated with each separate facility has been calculated in a consistent manner to allow comparison of each of the 10825 alternatives. Important economic assumptions associated with each of the individual facilities are included.
The two 10825 Water Supply alternatives that utilize Wolford Mountain Reservoir are Wolford Enlargement and Colorado River Pump Station paired with Ruedi Reservoir (Alt. C5)and the existing Wolford Reservoir and Colorado River Pump Station paired with Buzzard Creek Reservoir (Alt. C6.) This memorandum summarizes the changes in stream flow of the Colorado River near Kremmling that would result from these two alternatives.
This memorandum summarizes the operation of Williams Fork Reservoir in conjunction with two specific alternatives for the 10825 Alternatives Assessment: Williams Fork Reservoir paired with Ruedi Reservoir or Sulphur Gulch Reservoir. An evaluation of the potential changes in stream flow downstream of the reservoir on the Colorado River and Williams Fork River are addressed.
Ruedi Reservoir can supply all of the 10825 Water to the 15-Mile Reach, or can be used as partial source of the Recovery Program water when paired with other storage facilities including Sulphur Gulch Reservoir, Buzzard Creek Reservoir, Williams Fork Reservoir or Wolford Mountain Reservoir. Three important hydrologic parameters are addressed in this memorandum for each alternative involving Ruedi Reservoir: 1. Changes to Fryinpan River stream flow below Ruedi Reservoir, 2. Changes to stream flow on the Roaring Fork River below Basalt and 3. Changes to Ruedi Reservoir storage content.
This hydrology memorandum summarizes the operation of Lake Granby in conjunction with the 10825 Alternatives Assessment, in the event that 2,700 acre feet of water becomes available from this facility. An evaluation of the potential changes in stream flow downstream of the reservoir is provided for the Colorado River at three locations: 1. Near Kremmling, 2. At Hot Sulphur Springs and, 3. Below Lake Granby. The specific terms and conditions in which this source of water may become available are not fully understood at this time.
This memorandum describes the Recovery Program proposed release schedules for the 10825 Water Alternatives Study. The study years selected for analysis, and the specific release schedules proposed for each source of Recovery Program water are discussed. As each of the paired alternative release schedules are developed, the timing may be modified to meet secondary objectives in the Frying Pan or Upper Colorado River. Please note that actual Recovery Program release schedules may or may not occur in a manner consistent with the simulations and assumptions used in this study.
This memorandum summarizes the operation of the proposed 16,800 acre foot Buzzard Creek Reservoir in conjunction with the 10825 Alternatives Assessment. An evaluation of the potential changes in stream flow downstream in Plateau Creek is also provided for the two alternatives which utilize the proposed Buzzard Creek Reservoir.
Several members of the 10825 Steering Committee have been interested in the future volume of water that may be available from Ruedi Reservoir, if the 10825 water supply is supplied from this storage facility. Grand River Consulting completed a reconnaissance level water balance of the reservoir in order to assess the potential amount of unallocated water from this facility. The results of this assessment are outlined here.
This draft report presents the findings of the preliminary resource impact analysis regarding alternatives that would require new construction. A matrix of the ERO findings was distributed at the January 23 meeting. click here to review the matrix.
The screening and evaluation criteria were revised based on suggestions of the Steering Committee members. The criteria provides a systematic approach to formulate, screen, and compare alternatives that meet the defined purpose and need of supplying 10,825 acre feet of water annually to the 15-mile reach.
This memorandum provides a framework and background for discussion in September by the Steering Committee of using multiple reservoirs to meet the full 10825 commitment while additionally providing benefits to upstream reaches within the Colorado Basin.
