In 2004, Grand River Consulting prepared a comparison of 10825 water supply alternatives for the Upper Colorado River Endangered Fish Recovery Program for the Colorado River District, Denver Water and Northern Colorado Water Conservancy District.

In January 2007, the East Slope and West Slope water providers agreed to cooperatively study the water supply alternatives more broadly and in more detail. Grand River Consulting Corporation was retained to conduct and manage the study. A project team has been assembled that includes GEI Consulting, ERO Resources, Miller Ecological, Ecological Resource Consultants and others.
The study is funded by East and West Slope water providers and by the Colorado Water Conservation Board (CWCB). The CWCB funding is associated with Statewide Inter-Basin Colorado Compact funds allocated by the Colorado State Legislature for the HB 1177 study process. The Colorado Water Conservation Board grant will fund about 50% of the Phase 2 study. The remaining 50% is to be split equally between The River District and Denver Water on behalf of their respective West and East Slope partners.

BACKGROUND ON THE RECOVERY PROGRAM
The Upper Colorado River Endangered Fish Recovery Program is much broader than simply providing 10,825 acre feet of water to enhance summer flows in the Colorado River. For more information about all facets of the cooperative program to recover the four endangered fish, you can visit the US Fish and Wildlife Service’s Recovery Program website.
The Recovery Program Implementation Committee provides an annual report to Congress in the form of a newsletter/brief. This brief provides an excellent source of current information about this cooperative program.
